When can we see stability?

My frustrations with the Philippines is the fact that they seem to know how to overthrow a government-- as we have seen with Edsa 1 (the overthrowing of President Marcos), and Edsa 2 (with the impeachment of President Estrada), yet they don't seem to know how to come up with a system that would have stability and sustainability for the future.

Recently, there has been a coup against the latest president-- President Arroyo, and in return she has put the country under a state of emergency.

"President Arroyo invoked emergency powers on Friday, hours after a coup plot was allegedly averted to overthrow her and install a military government. "
It also seems to be a bit ironic, as this all comes in the wake of the 20th anniversary of freedom from President Marcos' reign. I think it's said best with the following statement:
"Twenty years ago when President Marcos fell, there were hopes of a stronger economy, an overhaul of political patronage and better lives for tens of millions of the poor.
To this day Filipinos are still hoping. "
